Common questions
What is the cheapest grocery store in Virginia Beach-Norfolk?
This week, Kroger has the lowest ad prices of the 5 stores we compared in the Virginia Beach-Norfolk area. Its advertised prices on 7 staples average 63% of our typical price. Food Lion is highest at 71%. The ranking is from weekly ads dated October 28, 2026 and changes every week.
How did you compare the stores?
We take each store's weekly ad price for staples such as eggs, milk, chicken, ground beef, pasta, rice and produce, convert it to a price per pound, ounce or each, and divide by our typical everyday price for the same item. We average that ratio across the staples the store advertises. A store needs at least 5 of the 45 staples in its ad to be ranked.
Are these shelf prices?
No. They are sale prices from each store's weekly ad. The same item can cost more when it is not on sale, and ads vary by store location. Check the shelf tag before you buy.
Does Kroger have the lowest price on everything?
No. Kroger has the lowest advertised price on 6 of the 19 staples in the table below. Other stores win on other items, so the best trip may use two stores.
