Steps
- Stir the water and sugar in a small saucepan over medium heat for 3 minutes, until the sugar dissolves.

- Pour the mixture into an 8-inch shallow pan and freeze for 60 minutes.
- Scrape the frozen edges toward the center with a fork, then freeze for 45 minutes.
- Scrape again and freeze for 60 minutes, scraping once more before serving.
